Public procurement remediation effort in the DRC

The Congolese state wants to clean up the public procurement sector. The law on public finances 2018 provides for an interministerial Finance – Budget order setting the duty rate on public procurement files awarded through the private agreement procedure.

The staff of the Regulatory Authority for Public Procurement (ARMP) was rather surprised by a decree of the Prime Minister, Bruno Tshibala, charging royalties in public markets.
